The SOAR Recertification Process aims to ensure that case workers who passed the SOAR Online Course more than one year ago but have not yet utilized the SOAR model to assist with SSI/SSDI applications are refreshed on the process. It also offers an opportunity for SOAR practitioners to verify their involvement with and knowledge of SOAR without having to complete the SOAR Online Course multiple times or on a yearly basis.

State and Local Leads spearhead and coordinate the implementation of SOAR initiatives. These leaders identify and engage stakeholders to participate in steering committees whose goal is to create and implement a SOAR action plan and process for adult SSI/SSDI and/or child SSI application submission. After completing the SOAR Online Course, case workers implementing the SOAR model with SSI/SSDI applications should complete the following steps as part of a standard SOAR workflow. This process is a collaborative effort between the SOAR provider, the Social Security Administration (SSA), and Disability Determination Services (DDS) that enables SOAR case workers to complete the SSI/SSDI application process efficiently and effectively.

Once the Request for Hearing has been processed at OHO, both the representative and applicant will receive a notice indicating the case has been successfully transferred to the court’s Master Docket, where cases are screened. At this stage, representatives can request a Prehearing Case Review or an On-the-Record (OTR) review to avoid the need for a hearing. If the OHO office is not able to grant these requests, the applicant retains the right to a hearing. A request for an expedited hearing due to dire need can also be submitted.
