Individuals who receive disability benefits through the Social Security Administration’s (SSA) Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) programs may combine their benefits with employment income. Self-employment or “gig work” may be an opportunity to maximize income for individuals who prefer a less formal, more flexible, and individualized employment option.

This issue brief, developed by the SAMHSA SOAR TA Center, describes: the misconceptions about employment and loss of disability benefits; how earned income from employment affects SSI/SSDI benefits and Medicare/Medicaid coverage; the employment resources and work incentives offered by SSA to current SSI/SSDI beneficiaries; and the role SOAR programs can play in connecting individuals to employment resources.

Because SOAR is built on collaborations as well as training, the first step in starting a SOAR program is to bring key community partners together to agree upon and establish a SOAR Process and create a SOAR action plan. The SAMHSA SOAR TA Center can assist you every step of the way.

State and Local Leads spearhead and coordinate the implementation of SOAR initiatives. These leaders identify and engage stakeholders to participate in steering committees whose goal is to create and implement a SOAR action plan and process for adult SSI/SSDI and/or child SSI application submission. These committees meet regularly to collaborate, report on progress, and troubleshoot challenges.
