Expectations of Participation in SOAR

Only individuals who pass the SOAR Online Course are eligible to submit Social Security disability applications using the SOAR model. After completing the online course, individuals will be connected to the State Team Leads who will provide ongoing technical assistance and trainings on state-specific procedures for SOAR applications. 

Expectations of Contracted SOAR Trained Advocates

DHS Contracted agencies should refer to their contract on specific duties required for SOAR applications.

Outcome Tracking:

The Minnesota SOAR program does not use the Online Application Tracking (OAT) system to report outcomes.  All SOAR agencies contracted by DHS are required to use the Social Security Benefits Provider Payment System to enter data.
