February is Black History Month, a time for us to honor Black Americans’ achievements in the face of systemic oppression throughout our Nation’s history. In 2021, we celebrated the Former Acting Commissioner of Social Security (ACOSS), Carolyn W. Colvin, M.B.A., her achievements while in office, and her support of the SAMHSA SOAR model.

Charles H. Houston was the lawyer that challenged Congress to amend the exclusion of agricultural and domestic workers from the retirement benefits and unemployment insurance provided by the Social Security Act of 1935.

The following resources have been created and/or revised to provide guidance and action steps that SOAR providers can implement in SOAR service delivery as well as resources that supervisors are encouraged to use to support them.

In an effort to better identify appropriate SOAR claimants, identifying claims which are more likely to have a favorable outcome is paramount. Social Security has developed Special Medical Vocational Profiles, which are rare combinations of adversities that combine, along with impairments, to result in a finding of disabled. 

Understanding SSA's disability criteria helps the SOAR case manager assess the documentation necessary to support the claim of disability.

The Social Security Administration (SSA) sends out automatic letters to applicants during the SSI/SSDI application process. To prevent unnecessary distress for applicants, we recommend letting applicants know that they may receive these notices shortly after applying.

There are two SSA disability programs: Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI). People often confuse them. Both programs are federally funded and administered by the Social Security Administration.

When employers recognize the value of SOAR case workers and coordinators by offering them equitable salaries, the benefits go beyond the individual case worker.
