This guide presents common post-entitlement events that occur for Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) beneficiaries and provides guidance for SOAR-trained case workers to assist SSI/SSDI beneficiaries with navigating these events to maintain eligibility. However, it is not exhaustive. SSI and SSDI post-entitlement events and rules are numerous, oftentimes complex in nature, and specific to a person’s circumstances.

An SSA ruling clarifies existing regulations which require that claimants and/or their authorized attorney or non-attorney representatives inform SSA about, or submit all evidence known to them that relates to their disability claim. This article will discuss the purpose of the ruling, outline key requirements, and present a few scenarios which a SOAR practitioner may encounter.

Because SOAR is built on collaborations as well as training, the first step in starting a SOAR program is to bring key stakeholders together to agree upon and establish a SOAR Process and create a SOAR action plan. The SAMHSA SOAR TA Center can assist you every step of the way.

This toolkit will help you to develop a SOAR referral process for your community or agency that helps ensure that potentially eligible individuals are connected with SOAR-trained providers who are available to assist.
