Creating an Income Support Plan

An income support plan documents an individual’s income needs and goals and sets action steps for pursuing a variety of income sources. The plan also addresses potential barriers to increasing income. Timelines and benchmarks are identified when the plan is developed, and action steps are prioritized so that it is clear what happens next and who is responsible. The plan is flexible and is updated as options are explored and goals and needs change.

Key Components of an Income Support Plan

An income support plan should identify both long-term and short-term goals. The plan should include

  • The individual’s strengths and interests
  • Income needs
  • Barriers to income (e.g., childcare, transportation, additional training)
  • Current sources of income
  • Potential eligibility for mainstream benefits (SSI/SSDI, Supplemental Nutrition Assistance Program [SNAP], Temporary Assistance for Needy Families [TANF], Earned Income Tax Credit [EITC])
  • Steps for connecting the individual to employment opportunities and supports

The creation of an income support plan begins with documenting income needs by setting a realistic budget and cataloging sources of income. You then explore other potential sources of income (mainstream benefits, employment opportunities and support) along with barriers to income. The plan should be action-oriented with defined steps, progress tracking, and clear timeframes. Income support plans are not set in stone and will continue to evolve as the individual’s goals, strengths, priorities, and needs change.
