About the SAMHSA SOAR Technical Assistance (TA) Center

The SSI/SSDI Outreach, Access, and Recovery (SOAR) Technical Assistance (TA) Center is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). It is a national program designed to increase access to the disability income benefit programs administered by the Social Security Administration (SSA) for eligible adults and children who are experiencing or at risk of homelessness and have a serious mental illness, medical impairment, and/or a co-occurring substance use disorder. 

Role of the TA Center

  • Act as liaison between the TA Center and states/communities
  • Provide assistance to SOAR-trained providers with all aspects of the SSI/SSDI application process
  • Lead 3-day Leadership Academies that support Local Leaders who can coordinate their community's or region’s SOAR program 
  • Create and provide national webinars, issue briefs, and other tools to assist all who participate in SOAR
  • Address system and direct-service level barriers
  • Conduct statewide and local SOAR steering committee planning calls
  • Assist with implementation of a local SOAR process
  • Support collaboration with the Social Security Administration (SSA) and Disability Determination Services (DDS)
